EXECUTIVE SUMMARY

The impact of the COVID-19 pandemic has been evident in the internationalisation of academic mobility worldwide. Since 2020, disruptions to physical academic mobility have been profound while students’ willingness to study has declined. Post-pandemic, higher education institutions and teacher training institutes hit hard by school closures and lockdowns have been reimagining and repositioning themselves in the new normal. There is much to be explored related to teacher exchange and mobility in ASEAN. An intra-ASEAN teacher registry and continuing teacher professional development must be established. While the region has actively promoted the liberalisation of professional services, plans have not been realised for an intra-ASEAN teacher certification program, its deployment or its internationalisation.

RECOMMENDATIONS

● Supporting development of high-level regional policy guidelines for teacher exchange and mobility in AMS.
● Promoting ASEAN Studies in the teacher education curriculum to foster multicultural understanding and prepare teachers for subsequent teaching stints in AMS.
● Establishing a regional coordination body composed of representatives of national government agencies to address issues related to academic mobility and teacher placement in the region.
● Establishing mechanisms for teacher professional development, teacher mobility programs for credits, and recognition of teachers’ qualifications in AMS.
● Develop a regional roadmap to pursue Mutual Recognition Agreements on Teaching Professionals in ASEAN.
