EXECUTIVE SUMMARY

  • Nature-based solutions (NbS) are considered more cost- effective, flexible and environmentally sustainable solution that addresses societal and economic challenges.
  • NbS combines elements ranging from ecosystem-based climate change mitigation measures to ecosystem-based disaster risk reduction measures. It is also a solution that integrates human well-being, environmental sustainability, and biodiversity benefits.
  • There is still a need to define and clarify the NbS concept, including its processes, since it requires the integration of different scientific fields that often result in confusing standards for NbS.
  • Challenges in implementing NbS include a lack of understanding of NbS, limited policy, governance, and coherent regional strategies for NbS, limited scientific engagement, lack of technical expertise and knowledge, and lack of incentives and financial support.
  • To ensure successful NbS implementation, it is critical to draw on previous experiences and lessons learned from programmes/projects and interventions that are not necessarily labelled NbS but are relevant to NbS in their

POLICY RECOMMENDATIONS

  • Develop a common framework that defines NbS and its operating principles and guidelines at the regional or national level that align with biodiversity strategies and coordinate biodiversity mainstreaming with other The framework and guidelines should also include the implementation of regulatory reforms and institutional arrangements to support NbS.
  • Capacity-building initiatives are critical to filling knowledge gaps, raising awareness, and understanding how to scale NbS based on evidence and metrics to measure success. There is a need to pool resources among ASEAN Member States (AMS), promote the exchange of experts and knowledge in specific application areas of NbS, and support learning from strategies and experiences. It must also build human capacity, research and development networks, and knowledge
  • Promote investment, funding, and innovative financing options to scale up NbS, such as increasing public funding, aligning NbS with the sustainability financing taxonomy framework, blended finance, and developing an incentive system for sustainable and biodiversity-friendly business practices, including corporate social responsibility with clear guiding principles, instrumental, and informative support systems for NbS.
